Richard Otoo is the evaluations and research manager for the Development Impact West Africa (DIWA) project at the Ghana Institute of Management and Public Administration (GIMPA). He also serves as the business line manager for National and Regional Evaluation Systems (NARES) in the Centre for Learning on Evaluation and Results (CLEAR), also at GIMPA. Otoo has authored many research papers in evaluation systems of Ghana and other West African States. He was with the team of experts that developed Ghana’s Monitoring and Evaluation Policy and the evaluation policy for the ECOWAS Commission. He holds an M.Phil. in program monitoring and evaluation from the University of Stellenbosch, South Africa and an M.Sc. in development finance with the University of Ghana. He is currently pursuing a Ph.D. in evaluation studies with the University of Witwatersrand. He also holds Project Management Professional (PMP) certifications with PMI Global and Six Sigma with ASQ.
